Reblz gets the highest score in my overview this month, 8.0 out of 10. That comes down to two things in particular. First, the company behind it, Elmst Limited, holds a licence from the Malta Gaming Authority (MGA/B2C/1055/2024). That is an EU licence with requirements for player protection and complaint handling. Second, the withdrawal rules are the clearest I have read: the payments page states that Instant Bank withdrawals are processed the same working day, and that other methods are processed within two working days.
The welcome package is up to €777 and 777 free spins, spread over the first deposits. The wagering requirement is 40 times deposit plus bonus, which is standard for this platform. The maximum bet while the bonus is active is €5, and the minimum deposit is €20. Reblz also gives cashback with only 1x wagering, and you have casino and sportsbook on the same account.
The downside is that the package is split over several deposits. If you want as much bonus as possible on your first deposit, look at the category winners below instead.
Choosing a casino in Norway is personal: the best casino overall is not necessarily the best for you. Here I have picked one casino for each need, based on the terms and payments pages I have read.
Fastest withdrawals
Unlimit states on its payments page that Instant Banking withdrawals are normally processed in under ten minutes, and other methods in two to four hours. Among the casinos with an MGA licence, Reblz is fastest, with same-working-day processing for Instant Bank. Whichever you choose, the first withdrawal requires an approved ID check.
Most free spins
Spin Skull gives 1,200 free spins spread over the first deposits, on top of up to €1,200 in bonus money. The wagering requirement is 40x deposit + bonus, and you get up to 15% weekly cashback. The casino holds an MGA licence through Ludaro Limited.
Biggest welcome package
Valhalla Wins has the largest package in my overview: 150% up to €2,000, then 100% up to €2,000, and finally up to 4,000 free spins. The wagering is higher, at 40x and 35x deposit + bonus. The package suits you if you play a lot and want long playing time.
Highest cashback
Huzzlin gives 20% weekly cashback on slots, and cashback carries only a 1x wagering requirement on this platform. It is the highest fixed cashback I found in my overview. The welcome package is up to €1,050 and 1,150 free spins, and the casino holds an MGA licence.
Casino and sports betting
Quickz combines casino and sportsbook on one account under an MGA licence. The casino package is up to €1,150 and 1,111 free spins. There is also a separate sports bonus with 16x wagering on the bonus, plus weekly free bets for those who also like odds.
EU licence outside Malta
SlotOwl is run by Frenwall Limited, licensed by the Estonian Tax and Customs Board, so within the EU. The package is up to €1,500 over four deposits. Note that bonus winnings from the first deposit can be converted to a maximum of 5x the bonus.

Every casino gets a score from 0 to 10. It is built on six criteria with fixed weights, so you can see why a casino sits where it does. I read the bonus terms, the general terms and the payments page at each casino, and check who is behind it and which licence the company states.
The licence weighs most. A casino licensed by the Malta Gaming Authority or another EU authority gets full marks. Licences from Anjouan, Kahnawake or Tobique give half marks. Casinos that do not state any licence on their website get zero and end up at the bottom. That is why nine out of ten casinos in the toplist have an MGA or EU licence.
I only list casinos I work with, and that is clearly marked at the links. The partnership does not affect the score. If two casinos have the same score, an agreement can decide the order. I have not made any deposits or withdrawals myself, so the payout times are those the casinos state in their terms, not measured times.

There are hundreds of online casinos aimed at Norwegian players, and many of them look almost identical. Finding the beste casino på nett (best online casino) for you is mostly about the terms, not the design. This is the order I use myself when I assess a new casino. It takes five minutes and filters out most of the bad choices.

Short answer: it is not a criminal offence for you as a player to use a foreign online casino. The casinos in my overview are foreign, and it is the licence, the terms and the withdrawal rules that separate a good casino from a poor one. Those are what I compare.
Under the Gambling Act (pengespilloven), only Norsk Tipping and Norsk Rikstoto hold a Norwegian licence. Norsk Tipping runs the online casino Kong Kasino, the only online casino with a Norwegian licence. All the casinos in my overview are therefore a casino uten norsk lisens (a casino without a Norwegian licence), and for each one I state which licence the company holds.
A foreign casino is licensed by the authorities of another country. A licence from the Malta Gaming Authority (MGA) or from Estonia means the company is subject to EU rules on anti-money laundering, player protection and complaint handling. Licences from Anjouan (Comoros), Kahnawake (Canada) or Tobique (Canada) set fewer requirements and give you fewer ways to complain. Some casinos state no licence at all. I rank those at the bottom.
A card deposit may be declined by your bank, even if the casino shows Visa and Mastercard at the cashier. Many casinos therefore offer e-wallets such as Jeton, MiFinity and AstroPay, bank payments or cryptocurrency. Skatteetaten (the Norwegian Tax Administration) states that gambling winnings of more than 10,000 NOK from commercial foreign games, such as online casinos, are in principle taxable. The exception covers games in an EEA country where the entire surplus goes to non-profit or charitable purposes, and it does not cover ordinary commercial casinos. When people search for norske casinoer or a Norwegian nettcasino (online casino), they rarely mean a casino with a Norwegian licence. There is only one of those, Kong Kasino at Norsk Tipping. They mean a casino that feels Norwegian to use. For me, that comes down to five things.
A Norwegian casino site is therefore not better or worse just because it is in Norwegian. The licence, the terms and the withdrawals decide. Most casinos in the top 10 state that withdrawals are processed within 72 hours, provided the ID check has been approved. Reblz and SlotOwl state same-working-day processing for bank withdrawals, and Unlimit states under ten minutes for Instant Banking. After that comes the time the payment provider takes. Before your first withdrawal you usually have to document who you are and where you live, and sometimes where the money comes from. That normally means a photo of your passport or driving licence, and a recent bill or bank statement. Send the documents as soon as you have registered, and the first withdrawal will go faster. A bonus is never free money. It comes with an omsetningskrav (wagering requirement), and that decides whether the bonus is worth anything. At most casinos in my toplist, the requirement is 40 times deposit plus bonus, and at some it is 25 times. If you deposit NOK 500 and get NOK 500 in bonus, with 25x you have to wager (500 + 500) × 25 = NOK 25,000 before the bonus money can be withdrawn. At Valhalla Wins and LunarSpins, the requirement is 40x on the first deposit.

A welcome bonus (Norwegian) spread over several deposits is the most common. Free spins often come on top. Cashback (Norwegian) with 1x wagering, as at Huzzlin, Reblz and Spin Skull, is often the most valuable bonus in practice. All the casinos in my toplist have a wide range of games from well-known developers. When you play at an online casino, the difference lies more in the terms than in the games. It is still useful to know what you are choosing between.
Norwegian and international slots make up most of the games, and they count 100% towards the wagering requirement. Look at the RTP, the return to player over time. A slot with 96% RTP pays back an average of NOK 96 per NOK 100 wagered, but individual sessions can swing a long way in either direction.
Blackjack, roulette and game shows with real dealers, streamed live. Live casino often does not count towards bonus requirements, so it is best played with your own money. Valhalla Wins and LunarSpins have their own live casino bonuses.
Blackjack, roulette (rulett) and baccarat in digital form. The house edge is low in blackjack with the right strategy, but table games often count only 20% towards the wagering requirement.
Progressive jackpots can grow to millions because part of every stake goes into the pot. The chance of winning is small, and the RTP is often lower than on ordinary slots. Read the RTP guide (Norwegian) before you chase a jackpot.

Gambling is entertainment, not a way to make money. Set a limit for time and money before you start, and use the deposit limits the casino offers. Never chase losses. What is best for you depends on whether you want the biggest bonus, the lowest requirement or the most free spins, which is why there is also a winner per category above.
It is not a criminal offence for you as a player to use a foreign online casino. Only Norsk Tipping and Norsk Rikstoto hold a Norwegian licence, so every other online casino is foreign, and most are licensed in another country, such as Malta or Estonia. Check which licence a casino holds before you play.
Among the casinos in my overview, Spin Skull, SlotSpice, Quickz and Huzzlin are the newest with an MGA licence: the company behind them, Ludaro Limited, received licence MGA/B2C/1118/2025 in 2025. I have also recently added Unlimit, Monsino, Winzie, Refuel, Mount Gold and Amok. They hold an Anjouan licence, which gives weaker player protection than an EU licence.
Not private ones. Norsk Tipping (Kong Kasino) is the only online casino with a Norwegian licence. When people say «norsk casino» (Norwegian casino), they almost always mean a foreign casino with Norwegian language, Norwegian kroner or Norwegian customer service. So check which licence the company behind the site actually holds.

In that case, e-wallets such as Jeton and MiFinity, bank payment or cryptocurrency are the most common alternatives the casinos list. Check the cashier before you register.
It tells you how much you have to wager before bonus money can be withdrawn. 25x deposit + bonus means that a NOK 500 deposit with NOK 500 in bonus gives (500 + 500) × 25 = NOK 25,000 in total stakes. Use the wagering calculator (Norwegian) to work out your own offer.
The Malta Gaming Authority (MGA) is an EU regulator with requirements for capital, player protection and complaint handling. Anjouan licences are issued from the Comoros and have far fewer requirements. That is why the licence counts for 25 per cent of my score, and casinos with an MGA or EU licence are at the top.
Only casinos I have an active partnership with are included in the toplist. The order is set by a scoring model: licence (25%), withdrawals (20%), bonus terms (20%), reputation (15%), adaptation to Norway (10%) and games (10%). If two casinos have the same score, commercial agreements can decide. The method is described in the section on how I rank the casinos.
